Liputan6.com, Jakarta – Penutupan tiga pabrik Toshiba dan Panasonic di Indonesia membawa dampak pemutusan hubungan kerja (PHK) sebanyak lebih dari 2.500 karyawan. Hal ini terimbas dari lesunya penjualan produk elektronik dua perusahaan raksasa asal Jepang itu akibat penurunan daya beli masyarakat.
Presiden Konfederasi Serikat Pekerja (KSPI) Said Iqbal mengungkapkan, Toshiba telah menutup pabrik televisi di Kawasan Industri Cikarang, Jawa Barat. Padahal satu pabrik ini yang tersisa dari enam perusahaan Toshiba lain yang sudah tutup sebelumnya dalam 10 tahun terakhir.
“Yang tutup ini adalah pabrik televisi Toshiba terbesar di Indonesia, selain di Jepang. Karyawan yang di PHK lebih dari 900 orang,” tegasnya saat Konferensi Pers di Jakarta, Selasa, 2 Februari 2016.
Said mengatakan, penutupan pabrik bakal dieksekusi pada April 2016. Saat ini, sedang terjadi proses negosiasi pesangon antara manajemen perusahaan dengan serikat pekerja pabrik tersebut.

Perusahaan lainnya, kata Said yang ikut terhantam pemburukan ekonomi adalah Panasonic lighting. Sebanyak dua pabriknya resmi ditutup, seperti Panasonic Lighting Indonesia (PLI) di Pasuruan, Jawa Timur di awal Januari ini dan satu pabrik lainnya di Kawasan Industri Bekasi pada Februari 2016.
“Pabrik di Pasuruan mempekerjakan lebih dari 600 orang dan sudah di PHK. Sedangkan pabrik yang di Bekasi PHK hampir 1.000 lebih karyawan,” ucap Said.
Dari data yang diterima, sampai Rabu ini tercatat buruh yang terkena PHK mencapai 2.145 orang dari dua perusahaan elektronik ternama itu.
Berikut data rinci jumlah PHK di Toshiba dan Panasonic versi KSPI, yaitu:
1. Sebanyak 865 orang terkena PHK di PT Toshiba Consumer products Indonesia. Pabrik ini beralamat di Jalan Citanduy Raya Park Plot 5G di kawasan EJIP Industrial Cikarang Selatan.
Perusahaan memulai perundingan pesangon dengan serikat pekerja pada 5 Januari 2016. Pengusaha menyatakan penutupan perusahaan bukan karena persoalan kenaikan upah, tapi karena daya beli masyarakat menurun secara domestik dan global. Perusahaan ini memproduksi televisi dan mesin cuci untuk pasar domestik dan dunia.
2. Sekitar 2. 480 buruh terkena PHK di PT Panasonic Gobel Eco Solutions Manufacturing Indonesia (PT PESGMFID) yang berlokasi di kawasan Industri Ejip Industrial Park Plot 3d Cikarang, Bekasi. Perusahaan ini memproduksi alat-alat listrik dan lampu yang dipasarkan mayoritas ke pasar domestik.
Rencananya perundingan nilai pesangon akan selesai di akhir Februari. Penutupan dikatakan bukan karena persoalan kenaikan upah.
3. Sebanyak 3. 800 buruh kena PHK di pabrik PT Panasonic Lighting Indonesia (PT PLI) yang berlokasi di kawasan Industri PIER Jalan Rembang Industri Raya 47 di Pasuruan.
Perusahaan ini memproduksi lighting yang ditujukan ke pasar domestik dan global. Proses perundingan pesangon sudah selesai pada September 2015 dan serikat pekerja secara resmi melaporkan proses PHK selesai pada Januari 2016 ini.

Menanggapi hal ini, Chairman Panasonic Gobel Group, Rachmat Gobel menegaskan pihaknya tengah melakukan rasionalisasi. Panasonic, lanjut Gobel akan merestrukturisasi tiga pabrik lampu yang dimilikinya di Indonesia.
“Panasonic enggak tutup pabriknya, kita itu melakukan rasionalisasi pabrik lighting,” ujarnya saat berbincang dengan Liputan6.com di Jakarta.
Sebagai gambaran, lanjut Rachmat, saat ini Panasonic mempunyai sejumlah pabrik dengan berbagai macam produk. Antara lain pabrik alat rumah tangga, produk energi seperti baterai, produk alat kesehatan, produk alat kelistrikan seperti lampu, bohlam, dan lighting feature, serta pabrik komponen yang berlokasi di Batam, Kepulauan Riau.
“Pabrik lighting yang ada bohlam lampu, tadinya ada tiga di Indonesia, yaitu Panasonic, Philips dan Osram. Nah setahu saya sekarang mereka sudah tidak ada, satu-satunya tinggal Panasonic,” kata dia.
Menurut Rachmat, sesuai dengan perkembangan zaman, produk lampu bohlam mulai digantikan dengan produk lampu light emitting diode (LED), maka Panasonic memutuskan untuk mengalihkan produksinya ke lampu LED. Tiga pabrik lampu Panasonic yang ada yaitu di Cikarang, Cileungsi dan Pasuruan akan dilebur menjadi dua pabrik yang bakal memproduksi lampu LED.
“Kita lakukan rasionalisasi dan restrukturisasi dan dua pabrik dijadikan satu menjadikan pabrik yang punya teknologi dan added value (nilai tambah). Karena trennya teknologinya mulai ke LED, kita mulai masuk ke sana,” kata dia.
Rachmat mengungkapkan, rencananya Panasonic akan menutup pabrik lampu yang ada di Cikarang, Jawa Barat. Sedangkan yang akan dipertahankan yaitu pabrik yang berlokasi di Pasuruan dan Cileungsi.
“Pabriknya memang ada tiga lokasi, itu kita jadikan satu. Salah satu tempat ditutup, karena kan efisien, yang biasanya dilakukan di tiga pabrik kini gabung. Yang dihentikan di Cikarang. Di Pasuruan belum, satu lagi di Cileungsi. Itu biasa dalam manajemen, Panasonic kan punya komitmen di Indonesia jadi produk yang kita ciptakan mengikuti perkembangan zaman,” kata Mantan Menteri Perdagangan ini.

Rachmat mengakui adanya dampaknya dari restrukturisasi tersebut. Perusahaan terpaksa melakukan pengurangan pekerja di pabrik yang dilebur tersebut.
Saat ini Panasonic memiliki sekitar 20 ribu pekerja. Lantaran adanya rencana rasionalisasi ini, perusahaan terpaksa melakukan pengurangan tenaga kerja sekitar 1.000 orang.
“Itu otomatis karena kita lakukan rasionalisasi mesin dan added value kan teknologinya lebih advance, pasti terjadi (pengurangan tenaga kerja) tidak bisa tidak. Panasonic punya karyawan mencapai lebih dari 20 ribu orang, ini cuma sekitar 1.500 atau 1.000 orang sekian lah,” ujarnya.
Namun demikian, jika program restrukturisasi pabrik ini telah berjalan dengan baik dan kembali terjadi peningkatan produksi, maka bukan tidak mungkin akan ada penyerapan tenaga kerja yang lebih besar.
“Bahkan dengan adanya peningkatan produksi dari produk baru nanti, nanti mungkin ada penambahan tenaga kerja kembali,” kata dia.
Rachmat berpesan, serikat pekerja agar tidak selalu melakukan tuntutan tanpa peningkatan produktivitas dan memikirkan keberlangsungan perusahaan.
”Tapi yang penting industrinya jalan, serikat pekerja hanya menuntut tidak perduli industrinya jalan atau tidak. Yang kita perlukan bangun industrinya dulu, karena kan ada industrinya dulu baru ada serikat pekerja. Sekarang saya turunkan (jumlah pekerja), tapi kalau ada peningkatan produksinya nanti akan saya tambah lagi. Tapi kan industrinya harus dikembangkan dulu,” tandasnya.

Salah satu perusahaan elektronik asal Jepang, Toshiba, dikabarkan melakukan pengurangan tenaga kerjanya. Kabarnya pengurangan tenaga kerja ini sebagai dampak dari penutupan pabrik di Indonesia.
Manager HRD PT Toshiba Consumer Products Indonesia, Uis Al-Qarni membenarkan hal tersebut. Dia mengatakan soal pengurangan tenaga kerja ini sebenarnya sudah diumumkan sejak akhir tahun lalu.
“Iya benar, sudah dari Desember, sudah ada pengumumannya. Itu sekitar 40 persen dari 900 pekerja (hasil sementara), dari lini televisi dan mesin cuci,” ujar dia saat berbincang dengan Liputan6.com di Jakarta, Rabu (3/2/2016).
Namun demikian, Uis mengatakan pabrik televisi dan mesin cuci akan tetap ada. Lantaran, pabrik tersebut akan diakuisisi oleh perusahaan asal Hongkong, Skywards. Sehingga kepemilikannya akan beralih dari Toshiba ke Skywards. Namun menurut Uis tidak semua pekerja akan diberhentikan.
“Ini sahamnya diakuisisi oleh perusahaan lain Skywards. Pengurangan tenaga kerja hanya sebentar, mungkin akan ditambah lagi oleh Skywards karena mereka akan ada lagi produk baru yang akan diproduksi di sini,” kata dia.
Uis menyatakan, proses pengurangan tenaga kerja saat ini masih berlangsung. Kini tengah ada perundingan antara pihak manajemen dan pekerja. Namun dia memastikan saat ini semua karyawan masih bekerja secara normal.
“Sejauh ini proses PHK lancar, sedang ada perundingan untuk penyelesaian, dan biasanya itu wajar. Ada pemintaan karyawan seperti apa dan kemampuan perusahaan seperti apa, lancar tidaknya kamilihat dari waktu, ini prosesnya baru sebulan. Masih pembicaraan dasar saja. Sampai sekarang masih 100 persen, kalau 900 pekerja mungkin ini nanti akan ditentukan di akhir Maret,” tutur dia.
Kalah saing dari China
Bos Panasonic Gobel Indonesia, Rachmat Gobel mengakui salah satu pabriknya tutup dan sejumlah karyawan di PHK. Salah satu alasannya adalah produk yang kalah bersaing dengan produk impor China.
Pabrik yang ditutup adalah Panasonic Lighting Indonesia yang memproduksi bohlam lampu. Pabrik tersebut akan ditutup karena produknyan tak lagi memiliki daya saing. Panasonic akan mengubah tren dengan membuat lampu light emitting diode (LED).
“Sekarang Panasonic sudah tidak bisa lagi membuat karena memang produk itu tidak ada daya saing lagi, karena kita tidak mampu menghadapi barang impor dari China,” ungkap dia.
Rachmat menjelaskan, dengan melakukan rasionalisasi dan restrukturisasi pabrik-pabrik yang dioperasikan oleh Panasonic ini, maka perusahaan akan bisa fokus kepada produksi produk yang sesuai dengan perkembangan jaman dan permintaan pasar.
“Kita lakukan rasionalisasi dan restrukturisasi dan dua pabrik dijadikan satu menjadikan pabrik yang punya teknologi dan adedd value. Karena trennya teknologinya mulai ke LED, kita mulai masuk ke sana,” kata dia.

Sementara itu Kepala BKPM Franky Sibarani mengaku telah memperoleh informasi bahwa Panasonic dan Toshiba melakukan restrukturisasi sebagai upaya efisiensi di tengah persaingan industri elektronik yang ketat di Tanah Air.
“Dari informasi yang diterima, ada yang menyampaikan memang ada restrukturisasi,” ujarnya saat ditemui dalam konferensi pers Realisasi Komitmen Investasi Januari 2016 di Gedung BKPM, Jakarta.
Dia menjelaskan, restrukturisasi perusahaan terpaksa dilakukan Panasonic dan Toshiba karena kalah bersaing dengan produk elektronik dari China. Akhirnya, perusahaan tersebut berencana memproduksi barang elektronik jenis lain.
“Dari sisi kompetisi, produk mereka kalah dengan China, tapi bukan berarti mati. Mereka switch (pindah) ke produk lain,” ia menerangkan.
Meski Panasonic dan Toshiba melakukan efisiensi, Franky tetap yakin industri elektronik di Indonesia masih bertumbuh dengan baik. Buktinya, kata Franky, izin prinsip komitmen investasi di sektor mesin dan elektronik meningkat 106 persen pada periode Januari 2016.(Ndw/Ahm)
